You can get duchy claims instead of county claims first but the county claim is more common. As for getting a claim on a duchy, plant your chancellor to fabricate claims on a county in said duchy preferrable the duke's capital, but not strictly necessaryonce you get a claim on the county just keep him there and the next time he gets a claim it will be on the duchy since you already have a claim on that county. I mostly now use the chancellor to get claims on the titles of my own vassals for easier revocation and clearning up of dejure lines.
